Staff Bios
Greg Pepping
Greg Pepping oversees all operations as the Executive Director of the Coastal Watershed Council, bringing to the work of watershed protection his passion for all things related to water. He developed his passion for water quality and public health issues as a Peace Corps volunteer in Uganda, and carried that drive into his graduate research, developing novel water treatment technologies and earning an MS in Environmental Chemistry & Technology with a focus on water chemistry at the University of Wisconsin at Madison. Greg's leadership efforts at CWC are fueled by his desire to make a sustainable improvement in the overal health of watersheds along California's Central Coast.
Armand Ruby
Armand Ruby is the Technical Director of the Coastal Watershed Council (CWC) and has over 30 years of water quality experience. In addition to his role with the Coastal Watershed Council, he also manages his own consulting company and serves as a member of the California Water Quality Monitoring Council. As a former Vice President with Larry Walker Associates, Armand managed projects throughout California, involving surface water quality, storm water monitoring and management, TMDLs, watershed management, and regulatory compliance assistance.
Debie Chirco-Macdonald
Debie Chirco-Macdonald is the Program Coordinator for the Coastal Watershed Council (CWC). Debie holds a Bachelor of Arts Degree from the University of California, Santa Cruz (UCSC) in Environmental Studies. She began as a volunteer in 2000 in the Watsonville Sloughs and has been employed with CWC since 2002. Debie has worked as the Program Coordinator for the Clean Streams Volunteer Program, managed water quality studies on Carneros Creek and a volunteer water quality monitoring program on Harkins Slough. A BWET Grant through NOAA provides hands on outdoor learning experiences at Valencia Elementary School in Aptos (2006-2007 & 2007-2008) and Landmark Elementary School in Watsonville (2007-2008 & 2008-2009). As well, Debie is the volunteer and intern coordinator and has performed vegetation studies on Aptos Creek and pebble counts on Soquel Creek; coordinated the annual Snapshot Day events, and authored annual summary reports for the Clean Streams and Urban Watch programs.
Nancy Scarborough
Nancy Scarborough is the Program Assistant for the Coastal Watershed Council. Nancy is a native Californian, born at Fort Ord in Monterey County. She grew up in the Santa Clara Valley at a time when acres of orchards blanketed the landscape and she spent many hours in the outdoors, playing in fields and around local creeks. By the time she finished high school, she had seen many of the surrounding orchards and fields paved over by development. She moved to Santa Cruz.
Nancy graduated from SJSU with a major in design and minor in Environmental Studies. She has enjoyed many experiences as a volunteer for local agencies such as
Native Animal Rescue, rehabing baby birds and squirrels; as a Beach captain for Coastal Cleanup Day; and doing Native Plant restoration at Fort Ord, Carmel River and Elkhorn Slough. She worked as Environmental Education Intern for the Santa Clara Valley Audubon Society where she began teaching Wetlands Education in the schools. Since Fall, 2007 she has co-taught Watershed Education through CWC’s BWET program at Valencia and Landmark Elementary. She is the Coordinator for the Urban Watch Program in the City of Capitola and program assistant for Snapshot Day and First Flush.
